To be honest this is a broad issue with the Olympics as a whole. To be a professional sailor, canoe-ist or even swimmer assumes that your country has those facilities. Australia is always proud of its performance in the swimming but so many countries don’t have government-sponsored school swimming program, for example. My vibe is that soccer and long/mid-distances running seem to have the most even ‘playing field’ where poor and rich countries can compete with a relatively even basis.
